Lindsay Lohan's bra and panties

Here is Lindsay in what appear to be a dirty bra and panties. Anyway I was wondering today why there is such difficulty in measuring how much oil is pumping through the Gulf with the whole BP disaster? Can't they just look at how much oil they were pumping before and make an estimate now that there's no regulator on the gusher?
